SBI to pay 5,500 for delay in service

CHANDIGARH: The district consumer disputes redressal forum has directed the State Bank of India, Sector 43, to pay Rs 5,500 as compensation for delay in activating the debit card of Manimajra resident. The complainant had to borrow money from others for his relative's medical treatment.
The complainant, Yadvinder, availed services of the State Bank of India on May 9, 2018, by filling forms for opening a savings bank account and deposited his hard earned money regularly in the account. He was issued an ATM card after 15-20 days along with a pin code.
On June 20, 2018, he went to his native village and visited an ATM to withdraw money, but failed. He then had to borrow money from others to get his relative treated.
On June 23 and 24, 2018, officials of the bank called him on his registered mobile number and asked him to visit the office to sign some more forms. He then visited the bank on June 26, 2018, and the officials got his signatures on more documents. They also assured him of starting ATM services within one week. On the bank's assurance, he tried to withdraw money after one week, but could not do so.
In its reply, the bank authorities said the Central KYS registry approved the KYC details of the complainant on July 21, 2018, and the debit activation through ATM card was made successful on July 21, 2018, and the ATM card was activated by server the same date. It was stated that without approval of KYC details from the KVS registry, the ATM could not be activated.
The forum, however, stated that it was the duty of the bank to get the KYC details of the account holder approved from the Central KYS registry within the reasonable period after receipt of documents and the account holder could not be deprived of using his ATM card for such a long period after opening a bank account and issuance of ATM card as well as the pin code.
The forum said: "Besides this, we are of the considered view that in case the ATM is to be made operational after the approval of the details of the KYC of the customer from the Central KYS registry, then the bank should have issued the ATM card with pin code to the subscriber only after the approval of the details of the KYC and not before that."
The bank was then directed to pay up Rs 5,500 to the complainant.
