Onelemta one elementary school in colorado is tackling bullying - with grant money from a surprising source: marijuana sales.

Colorado became the first state to legalize sales of recreational marijuana in 2014 - with a lot of that additional tax revenue earmarked for education.

As barry petersen explains, the money funds a program that teaches kids in the town of lamar how to speak up and act out against bullies.

School day at parkview elementary includes the usual classes like reading and math.

And the un- usual&classes on bullying.

Andres: because she would've been sad and i always like making people happy ..by being instructed of the exact words then they have the ability to step up and make a difference the more than a hundred - thousand dollar a year anti- bullying program is funde by the state using pot sales tax.

This grant has really shown me that marijuana dollars can be directly used for student success, in this case bully prevention.

It's cut bullying incidents by 23- percent&and it's taught kids to think before they do the wrong thing.

For parker daniel bullying was real&he was a target, moving here from texas, he was picked on for having a different accent.

One bully even threatened him.

Then his friend, khloe fernandez , stood up to the bully 100400 k: we go to the bully and we tell him to stop or we're going to tell on him and we're going to stop it by ourselves.

And what happened?

100412 k: he never touched or did anything to parker again.

B: wasn't that scary like going to the bully?

100415 k: no.

Because i had my other friends that came with me too.

Now because the other students knew how to help&parker's bad days are over.

The town of lamar, colorado, doesn't permit marijuana shops in town.

Illinois is the latest state to raise the legal age to buy tobacco and vaping products from 18 to 21.

While statistics show that tobacco continues to lose its appeal for young people, vaping is skyrocketing among middle and high school students.

Doctor tara narula looks at the nationwide push to make the products only available to 21 year olds.

19-year-old matt murphy got hooked on nicotine in high school -- what began as experimentation with vaping turned into an addiction.

That snowballed into me having a, neurochemical dependency on it, without me even knowing.

Tara: how addictive are these products?

Sharon levy: nicotine is one of the most addictive chemicals known to man.

// and we know that some kids are getting addicted with really just a handful of uses.

E-cigarette use among middle and high school students is rising sharply.

In 2018 nearly five percent -- that's one in twenty -- middle school students reported trying e-cigarettes within the last 30 days.

That's up from less than 1 percent in 2011.

Among high schoolers that number jumped from 1.5% in 2011 to more than 20% in 2018.

Nicotine can interfere with memory and can interfere with learning.

And particularly in-- younger individuals.

18-year-old sarah ryan is a high school senior.

She calls herself an anti- tobacco and vaping activist... "these product are used by kids at every age.

And wants the legal age to buy these products raised to 21.

These products shouldn't be a part of high school culture.

Olds are still in high school.

Nine states have passed legislation to raise the legal age for tobacco and vaping products to 21.

Hundreds more cities, counties and towns have as well.

And on thursday, congressman robert aderholt of alabama introduced a bill that would make 21 the legal age nationwide.

Matt murphy kicked his habit nine months ago and has become an anti-nicotine advocate himself.

Matt murphy: 02:20:33 it is way easier to prevent than it is to stop, you know?

If you never dig yourself a hole, juul, which makes up about 75 percent of the u-s e-cigarette market, tells cbs news it "strongl supports" raising the buying age for tobacco and vaping products to 21.

Juul says one of the biggest problems is sharing by legal- age peers.

The company says it will continue to work with lawmakers to reduce youth- use rates.

Some important information to pass along about an infant swing.

A warning has been issued about the fisher- price rock 'n play infant swing.

The consumer product safety commission says 10 infants have died when rolling over in the rock n' play.

All 10 infants were 3 months or older.

The warning did not elaborate on what caused the infants' death.

The cpsc is recommending consumers stop using all models of the rock 'n play when the child is three months old, or as soon as the baby can roll over.

The delivery room was full at one hospital recently.

Next, tap the "filters" button - the one wi the red, green and blue circles.

Finally, check out your new filter options!

Comic book and comic mono are especially cool.

Turn your selfie into a superhero!

Also new with ios 12 are the black and white ink filter and the watercolor filters, both color and black and white.

Whatever look you choose, tap the "x" to close the filt window and then snap your pic.

You can then further edit it or send it to your friend.

Whatever photo you send will automatically be saved in your camera roll.

"well we didn' know there were this many, we thought there was like 8-10 not quite.

As the delivery room became a war room, dr. angone began pulling puppies, "and when yo see what's in front of you&" "holy smokes!!

"is that what yo said?"

"uh somethin along those lines!"

"i didn't kno how many umbilical's i tied ..."

"it was 1 puppies and we're like that's gotta be a record!

Another family welcomes their soldier home when mid morning returns.

's bn a it's been a long, tough year for the white family in louisville.

They lost their 20 year old daughter when she was hit by a car in july.

The driver was someone she knew.

Her brother, elijah, was deployed at the time with his national guard unit.

He hasn't been home since.

That is until now.

Our cash matlock has more on how the soldier kept his homecoming a secret for so long.

áávideo of kelli white walking into surpriseáá kelli white had no idea what would happened when she showed up to work friday morning at fair elementary school in louisville.

"wow... i couldn't believe it.

Her son, elijah white, was deployed with the mississippi national guard just two weeks after graduating highschool.

He's been gone for 18 months.

"it's amazing.

It's great.

It' been a long time."

He's been working with his dad, along with friends and family for a few months now trying to plan the big homecoming surprise.

"it was the most amazing thin i've done in a long time."

"a lot of planning and a lot o help...we had to tell a few white lies, but we just have to ask god to forgive us for that."

"it was difficult at times.

I' get back to the house and kelli would say 'hey i tried to call you eight times, where were you at, i was worried to death about you,' and i'm like we were in the rain trying to unstop a sewer.

We didn't have time.

I had my phone in the truck."

Elijah's father says he couldn't be more proud of his son.

"it makes me so proud to kno that my son has given himself to protect and serve me, his wife, his brothers, and everybody."

And he says the family has big plans for what to do after the surprise party.

"we are going to take him t his favorite eating place.

We are going to take him fishing..."

"we are going to do whateve he likes to do.

We are going to get in the old truck, and we are going to spin a few tires."

The family says elijah returning home safely is the answer to their prayers.

The 155th armored brigade is finally home.

Final groups returned to mississippi this weekend after serving in kuwait in support of operation spartan shield approximately 275 guardsmen arrived in mississippi saturday from fort bliss texas.

Around 3,250 soldiers were deployed overseas for the mission and stayed for about a year.

Families of the troops were waiting for them as they got off the plane.

Tears were shed and hugs were given.

The troops say they are ready to go home and enjoy time with their families and relax.

An arkansas real estate developer made a big discovery that reunited a war veteran with his property.

Natsnd when lloyd sumpter began renovating this building in the historic district at chaffee crossing... he had no idea what he would find after ripping up the floors and tearing down walls.

Looks like they preferred pbr.'21:38 beer aside... his biggest find was uncovered behind this wall..

Hidden away for decades were three dog tags.

Veronica ortega/5news reporter: "after lloy sumpter found the dogs tags he set out on a mission to find their owners.

Luckily he found one of the veterans hundreds of miles away in idaho."

After doing a public information search, sumpter found a relative of korean war veteran ollie shields... who recently got a surprise in the mail.

Wow!// shields says these were his original dog tags while he was stationed at fort chaffee from 1953 t0 1954... where he trained as a machine gun specialist.

5:37 sumpter says dog tags are very important to soldiers and that's why he was determined to find the owners.

Lloyd sumpter/real estate developer: 16:37 'itús a part of their identity and my dad, my brother, and me are all veterans so out of respect for the soldiers i wanted to try to find if i could return the dog tags to them.'16:50 thanks to this blast from the past... other questions have been answered... like how did those beer cans end up in the ceiling and walls.

Did you guys put them in there?

Right!'6:09 ollie's son raymond says things from his father's time in the military have been lost... and these dog tags are now the only piece left from that time.

Raymond shields/ollie's son: 11:03 'i actually stopped and started bawling.

It brings tears to my eyes right now just knowing that somebody found my dadús tags and was willing to send them back to us.'11:14 raymond plans to wear the dog tags to honor his father... and what was once lost to history has found its way home.

Gayle king sat down with the 30- year old singer- songwriter who explains why this has been her best year yet.

That is one of the-- the top things people tell me.

And i'm like, "well, you jus didn't know that you liked country music."

Kacey musgraves: 16:07:16 yea yea yea, they're like, "you're m gateway drug."

Kacey mugraves 16:05:27 you know, and these days with the genre lines being so blurred, i mean the-- the possibilities are endless.

You know?

To me music falls into two different categories.

It's good and bad.

// but yeah, i don't-- i don't believe that you have to pick a lane or stay in a lane.

With three critically acclaimed studio albums, kacey musgraves has certainly made her own lane.

The singer- songwriter says her love of music began when she was just a little girl... kacey musgraves: i grew up wanting to be a singer.

I mean i-- i grew up just singing, singing, singing, and just never shut up-- gayle king: 15:47:27 did you sing into a hairbrush-- kacey musgraves: 15:47:28 a hairbrush.

You know, karaoke mic.

Whatever.

Yeah, just singing all the time.

// i moved to nashville when i was about 19.

She insisted "merry go round be the first single.

It was an edgy choice that a record executive told her wouldn't work for radio.

Kacey musgraves: 15:55:19//- well, i said, "i wouldn' be proud of-- you know, i wouldn't be proud of changing myself to try to, you know, appease to a wider range of people.

Gayle king: 15:55:17 and what did he say to you?

Kacey musgraves: 15:55:19 // he said, "well, sometime in this business you just have to do things that you're not proud of."

And i said, "that' where you and i, sir, are very different."/ gayle king: 15:55:51 you would really prefer not to have the career you have than to have a hit song and not be proud of it.

Cey musgraves: 15:55:56 oh my gosh.

I can't imagine something more excruciating.

Yeah.

No, it's not worth it.

It's just not worth it to me.

Staying true to herself has paid off big... musgraves attributes her success to her songwriting roots.

Tell me about that--//why that's so important to you.

Kacey musgraves: 15:38:52 there's a little lightbulb that goes off that says that says or this is something this is an idea this could be in a something.//i could be in the middle of an argument.

I'm like, "oh, that's good line.

// 15:39:34 i guess just the-- the whole process of taking something from nothing// that process is something that is magical.// gayle king: 15:40:20 // do you have an example of where you heard something and you said, "ah hah, that's a song,"//like happ and sad.

I love happy and sad-- kacey musgraves: 15:40:38 yes.

Kacey musgraves: 15:40:42 happy and sad are two emotions that i find myself feeling a lot of the times together.// i think it can be the anxiety of knowing that the moment is about to-- is, you know, eventually gonna end.

Yeah-- kacey musgraves: 15:41:03 you know?

And-- i rember being in a palm springs tiki bar with my now husband, and we were so in love.

And he was just-- he was saying just these things to me that were bringing tears to my eyes, and i was very happy, but he was confused 'cause i was crying.

And i was happy but i was sad at the same time.

Musgraves and singer/songwrit er ruston kelly tied the knot in 2017.

It's a love story that helped inspire her latest album "golden hour.

Gayle king: 15:42:00 how did you know he was the one for you?

Kacey musgraves: 15:42:03 i don't know.

I just knew.

I mean it was just like there it is.// kacey musgraves: 15:57:01 leading up to making golden hour, i was just in-- kind of a depressed-- a depressive space.

I wasn't sure what i wanted to do creatively, and i feel like i always f-- feel a little bit depressed when i'm-- i feel lost creatively.//- i took about-- a year to where i could just be in town and catch up on the simple parts of life that i had missed, you know, bein' on tour.

To live life and that will feed new songs.// so-- that's about the time that i met ruston, and needless to say, all these songs started pouring out.

Gayle king: 15:58:56 but you know, people thought, "okay now she's in love and she's happy."

Kacey musgraves: 15:58:59 yeah.

Gayle king: 15:59:00 "how ca she-- will the music be as good?"

Kacey musgraves: 15:59:02 right.

Like, my music's gonna suck."

Well, because you get-- you trick yourself into thinking that as a creative person.

That you need to suffer in order to produce great art.

And i think that's a terrible mistake.

Myself in bad relationships before, thinking that songs will come out of it.

So whatever.

But that's-- like, what-- like, what a waste-- gayle king: 15:59:29 that's not a good way to-- kacey musgraves: 15:59:29 --of time.

Gayle king: 15:59:30 yes.

Kacey musgraves: 15:59:30 i did get some good songs out of it, though.

Kacey musgraves: 15:59:33 it is what it is.

But-- so it came as a surprise to me when i-- when this kind of whole new facet of-- of art and writing kinda opened up for me after-- being the happiest that i had ever been.

Gayle king: 15:49:30 do you struggle with fame?

// kacey musgraves: 15:49:34 it's not my favorite thing.

Fame.

I think it used to freak me out a lot when i was younger.

I was really intimidated by it.

But as i've gotten older i've realized that, you know, you don't-- there's not really anything to be scared of.

Like, i have a wonderful foundation with my family underneath me.

My husband.

I know who i am.// gayle king: do you feel like this is your moment?

Kacey musgraves: 15:37:55 i mean i could say that it's, you know, my moment professionally, but personally-- i feel like it's best yet.

You know, with leaving my 20s, going into my 30s.

15:38:18 finding kind of a new sense of self and confidence that comes with being with the right person, and the songs that came from that.

I think for me it all boils down to-- down to my songs.

None of that would matter if the songs weren't there for me.
