(SOUNDBITE) (English) U.S. PRESIDENT DONALD TRUMP SAYING: "We have the chance to kill obamacare." U.S. President donald trump has revived his drive to replace obamacare, but his latest effort suffered a blow in court.

A federal judge late thrusday struck down a Trump administration rule aimed at letting millions of americans buy skimpy health insurance plans that don't comply with key requirements of obamacare.

A U.S. district judge calling Trump's attempt a quote, 'end-run around the affordable care act.'

The rule would have allowed small businesses and those who are self-employed to band together and buy lower-cost health insurance policies, similar to the way large employers do.

But that didn't fly with the judge, who said Trump's rule unreasonably expanded the definition of employers to include those without any real common interest as well as business owners without employees.

The decision comes a day after another federal judge slapped down trump's push to require medicaid recipients in kentucky and arkansas be subject to work requirements in exchange for health benefits.

Both legal setbacks come as the trump administration pushes to make health care a major issue in 2020.
