All the Central and State Governments are caught between the sectional public pressure on Governments on seeking more and more percentage or inclusion in the list of reservation.
There are various kind of criteria for reservation. Originally the Constitution framer Dr.BR Ambedkar got it included for the untouchable caste and forest living tribal for a limited period of 10 years. Now time limit is enhanced without any limit.
In the fag end of 1989 Mr.VP Singh formed a coalition Government and the BJP supporting from outside. The BJP taking advantage of dependence of VP Singh Government on the BJP, it fermented the ‘Mandir Issue’ by LK Advani’s Somnath to Ayodhya Mandir Yatra.
The Prime Minister Mr.VP Singh countered it by releasing the dumped in selves as not to be considered that BP Mandal Commission Report that recommended 27 per cent reservation to other backward classes now known as “OBC”.
This opened the flood gates for other castes and communities. Be they Meena, Jat or Patidars etc. now all are demanding to be included in the OBC category. Now on the eve of elections the BJP Government Prime Minister Mr.Narendra Modi has created a new class of “economically backward people” in the general class and castes known as upper caste people. Under such a melee the Supreme Court has capped reservation at 50 per cent.
Now many reservation were set aside for crossing the limit fixed by the Supreme Court. The Supreme Court once rejected the reservation of Jat Community in the OBC limit on the ground that they were not backward classes.The Andhra Government gave five per cent reservation to Muslim Community. The High Court set aside it on the ground that the reservation could not granted on religion basis.
The Madhya Pradesh Government Chief Minister Mr.Kamal Nath has enhanced the OBC quota from 14 per cent to 27 per cent in medical education. The total has gone upto 63 per cent. The Madhya Pradesh High Court has stayed its implementation till its final judgment.
