The gas attack involved members of the public being exposed to a toxic substance in a confined space, prosecutor Lincoln Crowley QC said in the crown opening address on Monday.
Khaled and Mahmoud are accused of conspiring - between January 20 and July 29 in 2017 - with their brother Tarek in Syria and another person to do acts in preparation for, or planning, a terrorist act.
The Australian Federal Police allege that 48-year-old Tarek directed his Sydney based brothers to plant the bomb on the Etihad flight.
They are accused of putting the bomb in the luggage of an unwitting fourth brother, Amer, on the flight from Sydney to Abu Dhabi.
Authorities have said the plot was foiled only when Etihad check in staff told Amer Khayat that his bags were overweight.
The alleged bomb was removed and Amer continued on his journey.
