Dimpy gets 1-year jail term

CHANDIGARH: A local court on Wednesday sentenced former Chandigarh Territorial Youth Congress Vijay Pal Singh Dimpy to one-year jail term in a cheating case.

The court of chief judicial magistrate Abhishek Phutela had held Dimpy guilty under Section 406 (punishment for criminal breach of trust) of the IPC but acquitted him under Section 420 (cheating and dishonestly inducing delivery of property) of the IPC. Dimpy was, however, granted bail after furnishing bonds of Rs 1 lakh. He said he would be filing an appeal against the conviction.

Former Punjab director general of police S S Virk had accused Dimpy of cheating him of Rs 50 lakh. He had allegedly taken the money from Virk on assurance of buying property for him. But when the deal never materialised, Dimpy refused to return the money, Virk had alleged in his complaint.


The former DGP had stated the UT administration had acquired four acres of land in his wife’s name in Kishangarh in 2004-05. The administration had paid them Rs 65 lakh as compensation. The DGP had then started looking for land to buy in Chandigarh and was introduced to Dimpy by a colleague. According to Virk, after they could not finalise the plots that he was being shown, Dimpy asked him to pay some booking amount in case some appropriate land comes to his notice.


Virk had issued him a cheque of Rs 50 lakh and Dimpy kept showing him sites. However, when the DGP did not find a suitable one, he asked Dimpy to return his money. Dimpy allegedly kept putting him off and the DGP later found out that Dimpy had cheated many people in a similar manner. The DGP had then filed a complaint with the UT police.


Defence counsel Terminder Singh said the money was given to the complainant in court only but that fact was not put forward. He stated, “The complainant gave a statement in the court through his counsel on April 14, 2014, that he will compound the offence after taking Rs 50 lakh from the accused but he never filed an application.”
