BHOPAL: Bhopal Municipal Corporation though could not get its budget for 2019 fiscal passed by its General Council but it would not face any financial issue to meet daily expenses, said authorities. The meeting of the general council cannot be called as Model Code of Conduct (MCC) for Lok Sabha polls is in force.
BMC commissioner B Vijay Dutta, while talking to Free Press, said, “BMC administration will not face any problem as budget-2019 has been approved in Mayor–in-Council (MiC) meeting. It is true that it has not been passed by Parishad but MiC has passed. So we will use to meet daily expenses.”
As per Nagar Palik Adhiniyam, General Council (Parishad)meet is called to pass the budget approved by the MiC. After discussion on floor of the House (Parishad), budget is considered passed and thereafter the department are authorized to use the sanctioned amount. This time BMC administration could not convene the General council meeting in time and now it cannot be called as MCC is in force.
The administration might not take up big projects till MCC is effective, but it could meet its daily needs and use MiC budget in the anticipation of BMC Parishad meeting. The insiders also say that BMC administration has other options also like availing Over Draft (OD) from state government till MCC remain in force.
