PATNA: Police arrested Bhola Sharma, the jailer of sub-divisional jail at Udakishunganj, from his official quarters in Madhepura on Monday for allegedly thrashing a woman constable on the jail premises in an inebriated state late on Sunday night. The woman constable had accused Sharma of assaulting and misbehaving with her when she was on duty.
Confirming the arrest, Madhepura DM Navdeep Shukla said the jailer was arrested for his involvement in criminal offence and also for violating the provisions of Bihar Excise and Prohibition Act 2016. The medical report confirmed that the jailer had consumed liquor.
“I have already constituted a three-member committee headed by the sub-divisional officer to inquire into the allegations levelled against the jailer. In addition, departmental proceedings have also been initiated against the accused,” the DM told this newspaper over the phone on Monday.
Shukla said further disciplinary action would be initiated against the jailer on the basis of the report of the probe committee. “The committee is supposed to submit its report in a day or two,” the DM said, adding that a copy of the findings of the committee would also be sent to the prison directorate.
Madhepura SP Sanjay Kumar said an FIR was lodged with the Udakishunganj police station on the basis of the statement of the woman constable.
During the course of investigation, the jailer pleaded innocence and said he was being framed for initiating action against the woman constable. “She was found talking to somebody on her cellphone despite being on duty. This is not allowed inside the prison in the state,” an investigating officer quoted the jailer as saying.
SHO of Udakishunganj police station Janak Kumar Singh said since the allegations were serious in nature, the police immediately took the jailer into custody. “The arrested jailer will be produced in the local court,” the SHO added.
A case under sections 341 (wrongful restrain), 323 (voluntarily causing hurt) and 354 (assault or criminal force with an intent to outrage modesty of a woman) of IPC and relevant sections of the Bihar Excise and Prohibition Act 2016 has been registered against the jailer. Though the incident took place around midnight, she formally informed the police early on Monday morning.
