cVIGIL app not fully active, say users

cVIGIL app has an option for people to file complaints anonymously tooHubballi: Election Commission of India (ECI) has launched the cVIGIL app to facilitate citizens to alert election officials about violation of the model code of conduct (MCC). However, two days after the schedule of the Lok Sabha elections was announced, some people say the app is not fully active.
Mayur Patil, a private employee, told TOI that he downloaded cVIGIL on Monday evening. “I intended to file a complaint and when I opened the app, I got a message which said the app will accept complaints only from the date of notification of elections. Though this error was rectified by Tuesday evening, I am now getting another error message,” he added.
Amit Kullarni, a tax practitioner, said the ECI should have checked for technical issues in the app before releasing it,
Dharwad district election officer and DC Deepa Cholan said the app was being operated by the ECI from Delhi. “Currently it’s under testing and the process of distributing usernames and passwords to officers is going on. It will be fully operational by Wednesday,” she added.

Delays in reporting of model code violations have often resulted in culprits escaping detection by flying squads. The lack of accurate evidence such as photos and videos is also a major hurdle in establishing the veracity of a complaint. The ECI would also get several false complaints, which would waste the time of field units.
In order to tackle such issues, ECI launched cVIGIL mobile app in which citizens can report MCC violations. The app can be used on any android mobile phone (Jellybean and above) equipped with a camera and good internet. Users can send live images and videos to election officials through the app.
Election officials say the complainant will be given an action taken report within 100 minutes of the complaint being reported.
