Best police-public ratio, UT cops still overworked

CHANDIGARH: Mismanagement and lack of proper utilisation of manpower are forcing cops to forego their weekly off despite the Chandigarh Police having almost three times the police-public ratio as prescribed by the United Nations (UN) for implementing eight-hour shift system at city police stations.

The United Nations has recommended that if any state has a ratio of 222 cops per lakh population, working hours of cops can be reduced to eight hours and they can easily get their weekly off. The city has near 630 cops per lakh population. But cops deployed at police stations have been complaining that they are getting their weekly off after 15 days and are working for 12 hours or more regularly in a day.

Cops across India may be working inordinately long hours and without offs due to manpower shortage, but this should not be the case in Chandigarh, which accounts for the highest police-public ratio in country. Only better manpower management and optimum utilisation can ensure that cops get a break after an eight-hour shift. After all, weary, overworked and exhausted policemen cannot be expected to put in their best at work. The fallout of cumulative physical and mental fatigue is myriad health problems and disgruntlement which ultimately takes a toll on the police force’s efficiency as well as discipline.


According to data, the city has 6,300 cops for 114 square km area and a population of over 11 lakh.


Recently, an IPS officer conducted a survey in departments and found around 80 cops extra in police headquarters alone. Most of the manpower is being used for VIPs and their security, sources said. Only now the department has started removing extra cops from these duties.


Despite all this, police have sent a proposal to the home department for recruiting 1,355 cops.


Experts said long-working hours affect the morale, raise stress level, cause irritation, and lead to behaviour changes. Rude behaviour of cops also causes gap between police and public. As per data available, 2,435 complaints against cops have been received by senior officers from January 1, 2016 to December 2018. In the same period, police stations had received around 4,000 complaints and 21,700 people approached SSP public window directly to get justice.
