Bihar: Custodial death accused SHO flees from police custody

PATNA: Dumra police station's suspended SHO Chandra Bhushan Singh, who is prime accused in custodial deaths of two suspects, managed to escape from police custody on Thursday.

Sitamarhi SP D Amarkesh on Friday said Singh was arrested from Dumra police station area only after which he was kept in custody at Runnisaidpur police station.

“However, he managed to escape following which Runnisaidpur police station SHO Bhudev Das, an inspector rank officer, was also suspended,” he said.

Amarkesh said Singh, a sub-inspector rank officer, along with other unknown police personnel were booked in a murder case lodged with Runnisaidpur police station after the custodial deaths of Mohammad Gufran (30) and Mohammad Taslim (35) on Wednesday.

Both were residents of Ramdiha village under Chakia police station area of East Champaran district and were detained in connection with murder and loot case on Tuesday. One Rajesh Kumar (35) of Jivajod village under Aurai police station area in Muzaffarpur was shot dead during loot incident under Runnisaidpur police station area on February 20.

Singh along with seven other police personnel were suspended after the custodial deaths. Amarkesh said orders to arrest Singh were also issued after registering FIR of murder case against him.

He said Gufran and Taslim were accused in at least five criminal cases which includes two murder, two cases under Arms Act and a loot case. “Investigation clearly indicated the duo were involved in Rajesh’s murder,” he said.

Amarkesh said Singh is now accused in another FIR lodged with Runnisaidpur police station for escaping from custody.


He said that Singh is the person who can tell that who all police personnel were at Dumra police station with him during interrogation of Gufran and Taslim.


“Police also receive the post mortem report on Wednesday in which doctors mentioned about injury marks on thighs and arms of both deceased persons. The post mortems were conducted by medical board and was video-graphed as per National Human Rights Commission (NHRC) guidelines. Viscera were preserved for further forensic analysis,” Amarkesh said.


Muzaffarpur zonal IG Nayyar Hasnain Khan said massive raids were going on to nab Singh and other police personnel who were evading arrest.


“Prima facie, it clearly seems deaths were result of police atrocities while suspects were in custody,” he said adding none of the guilty police personnel would be spared. Khan said Tirhut range DIG Ravindra Kumar had visited Dumra and he would submit an inquiry report on the entire incident within a day or two.
