Dharwad: Newly elected Dharwad zilla panchayat president Vijayalaxmi Patil instructed officials to ensure people in the district do not feel the heat of drought in the next three months.
Speaking at the zilla panchayat’s first general body meeting after she took over, Vijayalaxmi said all five taluks in the district have been declared drought hit by the state government and hence officers should take adequate measures to provide drinking water and employment to people and fodder to cattle.

She expressed displeasure over the laxity on the part of officials in taking precautionary measures and asked them to drill borewells and construct check dams wherever necessary and fill tanks with water.

The members present also expressed their anguish at officials and said they were worried about facing people in villagers when they go campaigning for the Lok Sabha elections.

The officials informed the members that of the Rs 17.44 crore sanctioned to the district, 75 drinking water works had been taken up in 2017-2018 and an action plan for works worth Rs 15 crore has been approved.

Former president Chaitra Shirur and Ratna Patil complained that several villages were still reeling under shortage of water despite the claims by officials.

Tender politics

The ZP members were unhappy that officials were not allotting works to people recommended by them. Vice president Shivanand Karigar said officials allot works to the contractors of their choice and when the members recommend somebody, they reject the proposal citing rules.

“The officials say they are allotting works to the contractor who quotes the lowest price. However, there are instances of contractors quoting the lowest price delivering poor quality work,” Karigar alleged. Another member said he did not want officials who do not listen to the members’ diktat to be in the district.

ZP CEO Satish urged the members to accord approval to the action plan before the model code of conduct ahead of Lok Sabha polls come into force so that the works can be started immediately.
