Police restructuring gets cabinet approval

THIRUVANANTHAPURAM: The cabinet has decided to restructure the police system in the state by doing away with the zonal ADGPs. An ADGP (additional director general of police) will be in charge of law and order for the entire state instead of two zonal ADGPs looking after north and south zones now. The new post will be designated ADGP Operations.

There are four ranges headed by IGs in Kannur, Thrissur, Ernakulam and Thiruvananthapuram at present. It has been decided to give the charge of these ranges to DIGs and give charge of the north and south zones to two IGs.


The change in cadre structure of police has been on the anvil for some time now. The original structure approved by the ministry of home affairs had DIGs manning the four ranges. At the same time, the police commissionerates in Kochi and Thiruvananthapuram will have IG-level officers in place of DIGs.


The reorganisation will be implemented along with change in cadre management of IPS officers, wherein more DIG-level officers will be posted in law and order. The number of DIG posts and ADGP posts has been increased to eight and nine respectively. Manoj Abraham and E J Jayaraj have been promoted as ADGPs. The cabinet had cleared all these promotions last month.


Kochi and Thiruvananthapuram will be deemed police zones for all administrative matters except for deciding the seniority of lower ranking officers, which will continue as per the present range system for convenience. The proposal for metropolitan commissionerates, however, didn't get the cabinet approval on Wednesday. The law department has pointed out that the police proposal would not stand legal scrutiny.
