NEW DELHI: If the IAF’s precision attack on a Jaish base marked crossing a threshold that had so far shackled India’s response, the statement issued by the foreign ministry stood out in precisely defining the nature of the challenge.

The statement was marked by the bluntness with which it spelled out the nature of terrorism bleeding India by repeatedly mentioning “jihadi terrorism” and “jihadis” — a break from the description used by governments so far.

“Jihadi” has a specific religious connotation and sources said it was never used in official documents. In using this term, India conveyed a specific message that Pakistan was trying to leverage Islamic sentiment for its political ends. The term also focuses on jihadi recruitment, where fighters are brainwashed into extremism.
