CAT-III work will not shut airport, HC told

CHANDIGARH: The Punjab and Haryana high court has once again directed and reminded all stakeholders to make Chandigarh international airport operational round-the-clock by March 31.

During the hearing of the case related to a petition filed for making the airport fully functional, Punjab chief secretary appeared in the high court and sought exemption due to the ongoing assembly session, which was granted.

The court was assured that the airport would not be closed for the installation of advanced navigation aide category-III (CAT-III) instrument. The court also gave a deadline of three months to complete the work of drainage system near the airport.

An affidavit was filed by Davinder Singh, supertending engineer, Patiala, drainage circle, Patiala, stating that the IAF drain is the property of IAF authorities and falls partially under the jurisdiction of Chandigarh and Punjab. The court was informed that the Punjab drainage department has demolished illegal structures near Kandala village. The drain has been dug out in encroached portion and the cleaning work is in progress. Punjab assured that any cooperation required would be given. Punjab sought four months to complete the work of drainage system, but the HC ordered it to be completed in three months.

The matter would come up for hearing on March 7.


A status report was filed by Suneel Dutt, chief executive officer, Chandigarh International Airport Limited. As far as southern taxi link was concerned, the court was informed that the tender for it was already floated and financial bid for the work would be opened by the first week of March.


As far as Installation of CAT III –B was concerned, the court was informed that negotiations with Tata (Sed) for installation have been conducted. “The rates quoted are exorbitantly high, Rs 61.71 crore, which is almost 100% higher than the amount arrived by a committee of Rs 30.46 crore,” the court was told. It was brought to the notice that one-to-one end of the runway is partially CAT-I and is to be upgraded to CAT-III. The court was also informed that CAT-II upgradation is under way and would be completed by March 31.


The high court was informed that meeting with stakeholders would be conducted and it would be decided that for maintenance work whether to choose Saturday or Sunday without affecting the function of airport.


Meanwhile, the UT administration sought time to file its reply after seeking instructions on issue of acquisition of land. The court was informed by the UT that for acquisition of .66 acres of land at Chahar Tarf village, Burail, it has issued notification for the acquisition and the process would be completed within six to seven months.
