The now 53-year-old real estate agent is fighting for his life at the Royal Melbourne Hospital after he was allegedly shot in the forehead and left to bleed in the middle of the street on Friday night.
Two men, both from Melbourne's southwestern suburb of Point Cook, were arrested on Saturday morning.
A 30-year-old was arrested in Point Cook, the suburb where the alleged shooting took place.
The second suspect, 29, was taken into custody in Nagambie, more than 150km from the crime scene.
Both are assisting the Homicide Squad.
Mr Morgan suffered serious head injuries after being shot in the forehead at the end of Spraypoint Drive on Friday at about 11pm.
One neighbour said they saw three people arguing on the street minutes before the trigger was pulled.
Mr Morgan was taken to hospital where he still remains critical with life-threatening injuries.

Suhair Bdeiwe, another witness, heard the gun shot and ran to her balcony where she saw a white ute speeding away from the scene.
She said she thought the sound of the gunshot was a car crash until she saw the body in the middle of the street.
'I saw the body … in the middle on the street,' she told The Herald Sun.
'I just went inside and in less than a minute police and ambulance arrived. I was scared.'
Security cameras captured the light-coloured ute heading in the same direction as the one Ms Bdeiwe had described.
Charges have yet to be laid on the two suspects.
