The man accused of beheading and murdering a 'ghetto' taxi driver and synthetic cannabis dealer has appeared in court.

Pensioner Francis 'Frank' Tyson, 71, was killed and then decapitated at a block of flats in Lower Hutt near Wellington, New Zealand on November 30.

Eugene Baker, 41, appeared at the High Court at Wellington on Friday where his name suppression lapsed, the New Zealand Herald reported.

Baker is charged with murdering Mr Tyson as well as unrelated charges of intentional damage and possession of non-approved psychoactive substances for supply.

A neighbour who knew Mr Tyson said he was selling synthetic drugs to supplement his income driving friends and others to work or the supermarket for a fee.

'The guy wasn't an easy guy to get along with. His jokes were f**king stale. Evertone still laughed or else he wouldn't drive you,' the neighbour said.

'This isn't the cartel. We need to find some sort of justice for the guy. I don't want to be here anymore... that's not a way for someone to go out.'

Another neighbour told Stuff there was a 'gathering' of gang member and associates at the apartment where Mr Tyson was killed.

They allegedly planned to rob Mr Tyson of homemade synthetic drugs and $10,000 in cash.

Mr Tyson was heard repeating the words 'this is the last thing I have to do before I die', the neighbour said.

'[Mr Tyson] seemed like a really depressed person but he was nice to other people... He was really kind,' the neighbour said.

The area is known locally as 'The Bronx', and a female neighbour of Mr Tyson's said there was tension between him and a man who had recently moved into an adjacent apartment block.

Mr Tyson was a 'good bloke' who drove a 'ghetto taxi' for people, the neighbour said.  

'I couldn't have wished [his death] on my worst enemy - even though he was making money he didn't deserve to die like that.'
