Chargesheet against Churchill, others in graft case

PANAJI: The Goa police’s crime branch on Tuesday filed a chargesheet against former chief minister Churchill Alemao in cases of alleged corruption with regards to 258 tenders for road works and misappropriation of funds to the tune of Rs 300 crore. Apart from the NCP legislator and former PWD minister, the chargesheet was also filed against PWD official P T Parkar.
“We have filed the chargesheet against Alemao and Parkar before the special court in Margao,” said crime branch police inspector Vishwesh Karpe. The FIR in the case had been registered against Alemao, Parkar and other government servants and contractors under Sections 120-B (criminal conspiracy), 403 (dishonest misappropriation of property), 409 (criminal breach of trust), 420 (cheating) of the Indian Penal Code, and relevant sections of the Prevention of Corruption Act.
The FIR stated that the accused persons floated 13 short tender notices pertaining to 258 road works as urgency works. Eighty-nine of these projects (which cost over Rs 5 lakh) were not published in any newspaper, thereby removing the prospect of any competition between the prospective tender applicants, which resulted in non-sale of tender forms, causing a loss to the exchequer, and undue favour.
The special court had directed the crime branch to investigate and file a compliance report against Alemao and Parkar for alleged corruption. Former National Students Union of India (NSUI) president Sunil Kawthankar had approached the court after the Panaji police failed to register an FIR against Alemao and Parkar for alleged corruption and forgery.
In 2011, Citizens Working Centre, a Margao-based NGO, filed a case against Parkar with the vigilance department for issuing 258 work orders without publishing tenders and inviting notices as required under Section 16 of the CPWD manual. The work orders were issued in 2009 and 2010.
The vigilance department’s senior technical examiner investigated the case and found that the allegation was true. In the report submitted to the additional director vigilance on June 14, 2011, the examiner recommended that Parkar be kept away from field duties and immediately be posted to a non-sensitive place till he attains the age of superannuation.
