The Andhra Pradesh government has directed the State Development Planning Society to prepare a roadmap for implementing 11 ideas for ‘strengthening the knowledge and practice of governance and public administration’ recommended by officers of various departments who participated in a collaborative programme with the Asia Competitiveness Institute (ACI) of Lee Kuan Yew School of Public Policy, Singapore (LWYSPP).
The programme held in June 2018 covered governance practices, independent audit of real-time outcome monitoring system and key performance indicators and master plan on ease-of-doing business.
As per G.O. RT No. 93 issued on behalf of Chief Secretary Anil Chandra Punetha, the officers provided feedback on actionable items like policies, decision-making structures, utilities etc. that can be taken up in the State for improving governance in the State.
The ideas are for establishing a National Park Board as an integrated authority that takes up greening and tourism promotion activities and a Land Transport Authority that acts as an intelligent platform for integration of traffic police, urban governance, engineering and transport-related authorities, developing economic cities that provide walk-to-work ambiance with plug-and-play workspaces of global standards. The ideas are also for setting up a Building Construction Authority that lays down standards of construction (public/private), monitoring and training present and future workers and establishment of a Centre for Future Technology Research and Innovation.
The remaining proposals are to work out urban planning strategies for competitive and livable cities, establish governance and leadership institutions like the LKYSPP, bring in a paradigm shift in policing (You Call-We Respond), promote interactive information exchange platforms in each constituency, promote tourism with innovative concepts like Garden by the Bay and to take up a courtesy campaign that facilitates kindness movement and brings about social coherence.
