KIMS’ plans to go digital hits legal hurdles

Hubballi: Even after two years they were proposed, the Karnataka Institute of Medical Sciences’ (KIMS) has been unable to adopt e-hospital and Picture Archiving and Communication System (PACS) as one of the bidders moved the court over allotment of work.
One of the losing bidders has challenged the tender allocation to a multination company which was awarded the contract for Rs 1.5 crore. The measures were announced in January 2017. KIMS called for tender and awarded the contract the same.
“Since the matter is in court, KIMS is mulling alternatives so that patients do not suffer,” said KIMS director Dr Ramalingappa Antaratani.
KIMS was about to spend Rs 1 crore for the implementation of e-hospital and PACS. “It would have brought a sea of change in the hospital functioning,” said one of the senior doctors who takes care of administration part of the hospital.
Under the system, all data related to every single patient is to be stored digitally. Even reports of test such as blood sugar level, x-ray, CT or MRI scanning and angiogram will be made available at fingertip for doctors.
This apart, patients’ medical history, including treatment undergone availed at any point of time is to be stored digitally. As part of the system, patients will be given a unique number at the time of admission. This will help doctors in providing follow-up treatments and take decisions effectively.
KIMS was in the last stage of installing the Local Area Network. It has identified 80 points for PACS.
The hospital caters to over a thousand in-patients and around 2,000 outpatients every day. It spends around Rs 35 lakh per annum for the purchase of stationary. Hence, it was decided to implement the system and overhaul the entire operation to almost reduce human intervention and extend value-added services to the patients.
