Vacant posts for SP, Deputy SP hit policing

PANAJI: The functioning of Goa Police has been drastically affected by the fact that over half its superintendent of police (SP) and deputy superintendent of police (DySP) posts have been vacant for over a year.
The force, which has 11SP posts that belong to the GPS cadre, only has five SPs at the moment. Most are currently holding multiple charges, which, sources say, have an impact on functioning. Apart from the 11 GPS SP posts, there are four SP posts that belong to the IPS cadre.
The rules as they stand mandate that DySPs can only be promoted to SPs after six years of regular service in Goa police. Currently, there are five DySPs who have completed five years of service. Thus, there is a clamour in the force for the government to relax the sixyear norm. “If the government approves the proposal to relax one year for promoting (DySPs), Goa police can promote these officers and fill the vacancies,” a senior officer said.
One SP, who is currently ADC to the governor, doesn’t hold any other charge. Another is likely to soon join IPS cadre, thus creating another vacancy in the GPS cadre. The remaining three SPs practically hold the rest of the charges in the force.
A senior police officer said that there are a total of 36 DySP posts in Goa Police, and these include four newly-sanctioned posts by the state government. Out of these 36, only 18 are filled. The rest, he said, are being held up due to a pending file concerning the direct recruitment of DySPs in the force.
On October, 16, 2017, the state government approved the direct recruitment of 15 DySPs into the force.
