Toll concessionaire asks NHAI to close sector 76-77 bypass road

Gurgaon: The concessionaire of Kherki Daula toll plaza in a letter to National Highways Authority of India (NHAI) expressed dissatisfaction about the sector 76-77 road bypassing the toll plaza and asked them to close the road citing huge revenue losses.
The move comes days after Delhi high court in its January 25 order asked MCEPL — the Delhi-Gurgaon expressway concessionaire — to install barriers on the road linking Dwarka Expressway with NH-8.

On January 31, MCEPL in a letter to NHAI said, “The opening of the bypass road (connecting southern peripheral road with sector 76-77) is a violation of the concession agreement and is causing significant revenue loss to the concessionaire, affecting the viability and feasibility of the project. The road is helping commuters — coming from Delhi and Gurgaon and heading towards Jaipur — bypass the toll plaza. This bypass toll is causing huge losses to the revenue collection.”

It may be noted that Haryana Shahari Vikas Pradhikaran (HSVP), earlier known as Huda, opened the bypass road on January 8.

“The significant revenue loss is catastrophic to the finances of the concessionaire, including its shareholders as well as lenders — banks and financial institutions — who are all custodians of public money. We would emphasise that the failure to provide a solution to this issue will have effect on the confidence of all private and public investments in the road infrastructure sector,” the letter added.

MCEPL has requested NHAI to ensure compliance of the concession agreement, block access to the bypass road. MCEPL officials said that since the opening of the bypass road, the concessionaire is facing a revenue loss is Rs 1 lakh the per day.

Pink City Expressway, the concessionaire of the expressway beyond Kherki Daula till Jaipur said that they have filed a police complaint in this matter but nothing has been done. “We filed a complaint at Kherki Daula police station in January against the bypass road, but no action has been taken till now,” said an official of Pink City Expressway Ltd.


On January 10, NHAI had sent a patrolling vehicle to stop the road but faced opposition from residents.


Meanwhile, an HSVP official said, “This bypass road was already there in the Gurgaon master plan much before the toll plaza was set up. Why should anyone have an issue with the road now?


However, MCEPL officials told TOI that if NHAI doesn’t take appropriate action and close the bypass road, they will approach the Delhi high court.
