New Delhi, Feb 13: The much-awaited CAG report on Capital Acquisitions in Indian Air Force has been tabled in Rajya Sabha, on Wednesday, it also includes the details of Rafale deal. The Rafale fighter jet deal signed in 2016 was 2.86 per cent cheaper than the UPA's deal in 2007, revealed Comptroller and Auditor General (CAG) in its report, which is of 141 pages, has 32 pages dedicated to the Rafale deal. tabled in Rajya Sabha today.
The report titled 'Capital Acquisition in Indian Air Force' was presented by Junior Finance Minister P Radhakrishnan.
The Rafale fighter jet deal for the procurement of 36 fighter jets from France's Dassault Rafale has generated a massive controversy, with the Congress-led Opposition gunning for the Narendra Modi government over charges of alleged corruption and impropriety.
Rajya Sabha adjourned sine die. The Triple Talaq and Citizenship Bills have also lapsed with the end of the session. Both the Citizenship (Amendment) Bill, 2019 and The Muslim Women (Protection of Rights on Marriage) Bill, 2018 were introduced in Lok Sabha, passed and sent to Rajya Sabha. With the general elections around the corner, the bills will have to clear Lok Sabha again once a new Lower House is elected.

Hours ahead of the tabling of CAG report on Rafale fighter jets deal in Parliament, Senior Congress leader Mallikarjun Kharge took a jibe at Centre saying, “the Centre is prejudiced who have already made a decision, so this report holds no value,” reports news agency ANI.
Speaking to ANI, Kharge on Wednesday said, “Today we will come to know what is in that report. But they have already told the Supreme Court what their intention is, in a sealed envelope. On its basis, they said in the Supreme Court that there is no scam in prices.”
“You can see that they (Centre) are prejudiced who have already made a decision, so this report holds no value. Secondly, there is a conflict of interest. The man who was then a negotiator is now preparing the report,” he added according to ANI.

A Defence Ministry team in March 2015 recommended the scrapping of the 126 Rafale deal saying that Dassault Aviation was not the lowest bidder and EADS (European Aeronautic Defence & Space Company) was not fully compliant with the tender requirements.

CAG Report: Audit noted that the IAF did not define the ASQRs (Air Staff Qualitative Requirements) properly. As a result, none of the vendors could fully meet the ASQRs. ASQRs were changed repeatedly during the procurement process.

The CAG report, however, adds that the ministry had argued in 2016 that the contracted price was nine percent lower than the 2007 price. But, according to the audit, the basic flyaway aircraft was bought at the same price as that of 2007.

Gandhi on Wednesday contended that PM Modi “defended his personal Rafale bypass deal” with arguments that the new price for the fighter jets is lower than the one proposed during the Congress-led UPA regime and that the delivery will be faster.

However, it is unlikely that the CAG report will reveal the most contentious issue of pricing of the Rafale fight jets. The Congress-led opposition has time and again accused the government of buying the Rafale jets at double the prices negotiated during the previous UPA government, thus causing a loss to the exchequer.
The Congress party said Rajiv Mehrishi, the current CAG of India, was part of the decision making the process for the Rafale deal. Mehrishi was the finance secretary when the Rafale deal was signed.
The ruling BJP, in turn, accused the Congress of attacking the institution of the CAG. Congress president Rahul Gandhi has defended his party's stand.
"We are not questioning the institution. But the gentleman who is preparing CAG report was part of this decision-making process," Rahul Gandhi said in press conference.
