Army to probe officer of health plan for veterans
TNN | Feb 12, 2019, 04:03 ISTNEW DELHI: A top officer of the ex-servicemen contributory health scheme (ECHS), which has often faced allegations of gross irregularities and deficiencies, has been "attached" to the Delhi area headquarters for an inquiry by the Army.
The Army was tight-lipped about the nature of the charges against the officer (name being withheld) but insisted it was "not a discipline and vigilance (DV) case". Military personnel are usually "attached" to some unit or formation for a court of inquiry, which is followed by recording of summary of evidence and court martial if the accused is found prima facie guilty.
The government annually spends over Rs 2,500 crore on ECHS, which aims to provide healthcare to around 50 lakh military veterans and their dependents on a cashless basis through a network of over 400 polyclinics, military hospitals and private empanelled hospitals all over the country. The ECHS has also come under the scanner of the comptroller and auditor general, which has criticised the huge leakage of funds in the scheme.
