Bihar: Officers to inspect govt schools to assess quality

PATNA: The education department officers will conduct surprise inspections of secondary and higher secondary government and government-aided schools in Bihar on various parameters from Monday.
Additional chief secretary (education) R K Mahajan has also asked the officials to upload the data collected during inspection to ‘Bihar Easy School Tracking’ (BEST) cellphone application developed by Bihar Education Project Council (BEPC).

District education officers (DEOs), district programme officers (DPOs), programme officers and block educations officers (BEOs) will assess the functioning, academics and quality of services being delivered in government schools.

The parameters on which inspection will be conducted include morning assemblies, number of teachers and absentees without prior notice, quality of teaching, number of students enrolled in each class and absentees, infrastructure and other state government schemes and facilities like drinking water and toilets among others.


Mass education director Vinodanand Jha told this newspaper that the department with technical support of UNICEF would add some more features in this app. “Now, this app will also store the data of secondary and higher secondary schools. The other features that is to be added include streams (science, commerce and arts) and subject teachers among others,” he said.


Pramila Manoharan, education specialist at UNICEF (Bihar) said the customization of mobile app is under process and would be ready within 15 days. “The app has already maintaining the data of primary schools from classes I to VIII and with the help of education officers surprise inspections have been carried out monthly. So far, 40,000 primary schools have been covered since May last year,” she said.


The education department can view the updated data and take measures to improve the quality of education and also take action against the teachers being absent without notice.


Mahajan, in his letter, has stated that the DEOs would carry out the inspection in three schools per month, a DPO in four schools and a programme officer and BEO in five schools.
