RWAs want hike in park maintenance charges

CHANDIGARH: The Chandigarh municipal corporation should revise the maintenance charges of the neighbourhood parks annually by considering the price index. This was proposed by various resident welfare associations of the city after the staff deployed by them raised their concerns.
Records revealed that MoU was signed between the MC and the RWA in 2013 for maintaining the neighbourhood parks, but there has been no revision of the rates since then.
Members of various resident welfare associations have raised the issue with the authorities concerned multiple times that the prices of plants, gardeners and equipment has increased and it has become difficult for them to meet the operational cost. Therefore, increasing the funds is the need of the hour.
The members also raised the issue that the staff employed by them for the maintenance of the parks has requested that their wages should be revised annually considering the increase in the cost of living.
The members said as many as 40 neighbourhood parks which were located in Sector 35 were surrendered by the resident welfare association (RWA) in April 2018 to the Chandigarh municipal corporation.
As per the municipal corporation of Chandigarh, the resident welfare associations are getting Rs 2.48 paisa per square for a park which was fixed in 2013 by the municipal corporation . The members of the RWA said the MC was paying almost Rs 3,500 for each park, while the operational cost touched to Rs 7,000.
As per the norms, Rs 12,900 is allocated every month to each resident welfare association for the maintenance of parks. Of which, Rs 10,000 is the salary of the staff and the rest is used for purchasing seeds, equipment and other material.
Col Gursewak Singh, president RWA-MHC, referring to the last year meeting with the former mayor said they had made a proposal in the meeting that a fix percentage should be hiked annually for the staff and other requirements by the authorities to meet the needs of the RWA's. He said no decision had been taken by the authorities till date.
J S Gogia, general secretary, Federation of Sectors' Welfare Association of Chandigarh (Foswac) said theRWAs were receiving Rs 1.50 to Rs 2 per square feet instead of Rs 2.48 per square feet as maintenance cost as the authorities concerned deducted funds for various expenditures.
He said the MC was spending Rs 6 per square feet for a park which was under their maintenance. "We have raised the issue on various platform but all in vain as no action has been taken by the authorities concerned," he said.
