Govt to file review plea in SC on faculty quota in colleges

NEW DELHI: HRD minister Prakash Javadekar on Wednesday said the government will file a review petition in the Supreme Court on reservation in appointment of teachers in universities and colleges after the apex court rejected its special leave petition on the issue last month.


Teachers across higher educational institutions have been demanding restoration of the earlier mechanism of faculty reservation, calculated on total posts institution-wise instead of department-wise as ordered by the Allahabad high court in 2017.


"We will file review petition soon and we will put our point strongly. We are confident there will be justice and reservation will continue as per the earlier system. The government will ensure that reservation for SC/ST/OBC is not hampered," said Javadekar.


He said prior to the Allahabad HC's order, "universities were treated as a unit for reservation which was the right thing and SC/ST/OBCs were treated in a just manner". He added that implementing the HC's order would mean reduction in reservation for SC/ST/OBC. He also said the UGC's communication to the HEIs after the HC order to postpone the recruitment process till the SC decides on the SPL has now been extended.


Based on the Allahabd HC's order, the UGC had announced in March 2018 that an individual department should be considered as the base unit to calculate the number of reserved teaching posts.
