The budget session of the Karnataka Legislative Assembly began with a ruckus on Wednesday as the Opposition BJP staged a protest against the JD(S)-Congress coalition, calling it a “minority” government, forcing Governor Vajubhai R. Vala to cut short his joint address to both Houses of the legislature.
The stormy start to the session — in which a few legislators were conspicuous by their absence despite a whip issued compelling them to be present — again brought into focus questions about the longevity of the coalition government. It is, perhaps, for the first time in recent history of the State legislature that the Governor had to cut short his joint address. He could read only two pages of his 22-page speech, amidst a din by BJP members, who trooped into the well of the House.
It is speculated that the BJP, while not moving a trust vote, might bring things to a head during the vote for passage of the Finance Bill next week. Meanwhile, Congress Legislature Party leader Siddaramaiah has issued another ultimatum, asking all Congress legislators to be present at a special CLP meeting on February 8, the day of the budget presentation, or face action.
Speaking after the session, BJP State president B.S. Yeddyurappa said the party would continue to protest but would not move a no-confidence motion. Late in the evening, coalition leaders were huddled in a meeting, taking stock of the situation.
