3 NMC officials get notice for delay in action on Empress Mall

Nagpur: The Nagpur Municipal Corporation (NMC) has issued show cause notice to three officials — assistant commissioners Subashchandra Jaidev and Mahesh Moroney, and junior engineer Pradip Holey — holding them responsible for delay in taking action against Empress Mall. The action has been taken as per an inquiry committee report.
In the notice, the three officials have been asked why a departmental inquiry should not be conducted against them. A copy of the inquiry committee report has been sent to the three officials. Further action will be taken after receiving replies from the three officials.

MLC and former mayor Anil Sole had raised questions related to Empress Mall in the state legislative council on March 7, 2018. Chief minister Devendra Fadnavis had assured inquiry and action against officials who delayed action against Empress Mall. Accordingly, a committee of three officials — additional municipal commissioner Aziz Sheikh (chairman), deputy municipal commissioner Rajesh Mohite, and assistant director of town planning Pramod Gawande as members was constituted.

The committee report observed that the three officials failed to execute their duties in time and also acted in improper manner in the case.

As per the inquiry committee report, Holey had kept revised layout plan of the project, including mall, with him for one year to prevent action against unauthorized construction in the mall and in other parts of the project. “KSL submitted revised layout plan on June 12, 2013. NMC Dhantoli Zone had issued notices to KSL for demolition of unauthorized constructions on July 10, 2013. The civic chief rejected the plan on February 7, 2014. The town planning department, where Holey was working, sent a letter to KSL informing about rejection of the plan after passage of one year, on February 13, 2015,” the report stated.


The inquiry committee held Holey responsible for the delay in action against unauthorized constructions in the mall and others parts of the project.


The inquiry committee also held two assistant commissioners responsible for delay and name sake demolition of unauthorized constructions at the mall. “KSL’s revised layout plan was rejected on February 13, 2015. KSL filed petition in the high court and obtained stay on September 3, 2015. NMC Dhantoli zone did not take any action in this period and team from the zone went for demolition of unauthorized constructions at the mall on August 19, 2015, but took only name sake action,” the report said.


The report also says further demolition action of Dhantoli Zone was also for name sake and executed in unsatisfactory manner.
