Centre vs Mamata: How the chit-fund case unfolded

Sudipta Sen founded Saradha Group in 2006 and launched a chit fund that in reality operated like a Ponzi scheme and was largely targeted at rural communities. By 2013, the group had built up its brand by heavily investing in media and CSR initiatives and had close links with politicians. The company would go on to amass Rs 3,500 crore from 17 lakh investors. Here's a look at how the case unfolded.
April 2013: Depositors hit streets alleging large-scale scam by Saradha Group. Owner-directors Sudipta Sen and Debjani Mukherjee flee. TMC government forms SIT headed by Rajeev Kumar, then the Bidhannagar police chief. Govt also forms Justice Shyamal Sen Commission of inquiry.

SIT arrests Sen and Mukherjee from Gulmarg in J&K.

July 2013: PILs filed in Calcutta HC seeking CBI probe. HC rejects plea and endorses SIT inquiry and probe commission.

Nov 2013: SIT arrests TMC MP Kunal Ghosh.

Feb 2014: Sen and Mukherjee convicted on basis of SIT chargesheet; their first conviction .

May 2014: SC orders CBI to probe all Ponzi schemes.

Sept. 2014: Former DGP and Trinamool Congress leader Rajat Mazumdar arrested.

Oct. 2014: CBI files first chargesheet, names Sen, Mukherjee and Ghosh.

Nov 2014: CBI examines Congress dissident Himanta Biswa Sarma in connection with the scam. That came after CBI raided his house and a news channel owned by Sarma joined BJP in 2015.

Dec 2014: WB transport minister Madan Mitra arrested.

Jan 2015: CBI summons Mukul Roy, saying it is critical to help frame charges against the Saradha accused. Roy joined BJP in 2017.

March 2016: Enforcement Directorate files first chargesheet in the case.

Dec 2016, Jan 2017: CBI arrests TMC LS MPs Tapas Pal and Sudip Bandopadhyay his wife in Guwahati in August.

Aug 2017: CBI summons Kolkata top cop Rajeev Kumar, who replies seeking a questionnaire to which he will respond. CBI follows with another summons under Sec. 160 CrPC; Kumar writes to then CBI chief Alok Verma alleging political victimisation.

March 2018: Third summons under Section 160 CrPC sent to Kumar.


July 2018: CBI moves SC against Kumar; Kumar responds to charges. SC asks CBI to go to HC.


Aug 2018: CBI writes to WB DGP seeking to question four IPS officers, including Kumar.


Dec 2018: Three members of former SIT move HC against CBI summons. HC orders stay till February 13.


Feb 2019: Bengal AG moves HC seeking urgent hearing of the stay order. HC to hear the matter again on February 5.
