City ranks a poor 521 in Swachh rankings

Nagpur: The ongoing Swachh Survekshan 2019 has come as a rude shock for the Nagpur Municipal Corporation (NMC). The performance report in Union government’s Swachhata app and Swachh City ranking dashboard give city a disappointing 521st spot among 4,000-odd cities. NMC scored 116.41 out of 400 marks.
This means that the efforts of the civic agencies and citizens have failed to keep the state’s second capital clean.

Swachhata ranking for Urban Local Bodies was based on four parameters including user registrations, user engagement and agency responsiveness and user feedback download ranking data. The Swachh team monitored the parameters from November 2018 to January 30, 2019.

As per the ranking data available in the dashboard of Swachh, Mul town in Chandrapur district topped Swachhata app rankings this year.

According to Swachh Bharat Mission, Mul was followed by Unhel in neighbouring Madhya Pradesh. One more city from Maharashtra, Pombhurna, managed to figure among the top ten on the app dashboard.

Despite several initiatives, NMC continues to get poor response from citizens, one of the major parameters to do well in the survey. The urban development ministry began monitoring Swachhata app from September 2018. In 2018, NMC under the leadership of the then municipal commissioner Ashwin Mudgal and former additional commissioner Ravindra Kumbhare fared well and scored 125 points. The city was ranked 55 overall then.

Usage of the app improves dynamic ranking of cities. Now, the deadline ended for Swachh City app, the overall position will drop further, the sources said. The overall result will be announced later.

With a population of over 24 lakh, there were only 73,220 downloads for the app in Nagpur (roughly 3%). During the period November 2018 to January 2019, the NMC received 5,337 complaints of which it resolved only 2,256 (less than half).

Swachh City’s dashboard also revealed that user engagement score was just 5.57 out of 100 marks with only 4,078 active users. Civic officials should have done something similar or better to make citizens aware about using the Swachhata app, said Nagpurians.

Sources, however, blamed the lackadaisical attitude of civic body’s sanitation department in not responding to complaints lodged through the app for the situation. Already in this year’s survey, NMC is set to lose marks for solid waste management since it has failed to achieve segregation of dry and wet waste in entire city, set up waste-to-energy and composting plants.

City’s poor performance was due to the lack of initiative on part of NMC as it become active only during the survey period. It should be a continuous process, sources said.

Green activist and NMC’s Swachhata brand ambassador Kaustav Chatterjee blamed the citizens for the low ranking. “Unless citizens use the app and upload problems, we can’t score marks under these heads. Once the problems are uploaded, then only NMC can resolve it and Nagpur can fare well. With Swachhata MoHUA app in place, if citizens and Local Body work in coordination, any city can be clean,” he pointed out.

Chatterjee, however, lauded the efforts of civic chief Abhijit Bangar. Despite joining recently, Bangar was leading from the front and playing a captain’s knock, but time available with him as well as NMC was too short now. “Citizens of Nagpur need to use Swachhata app round the year to the maximum possible extent. We are scoring full marks under user registration but lagging severely behind in User Engagement, User Happiness & User Feedback,” he said.
