CHANDIGARH: On the one hand, Chandigarh municipal corporation (MC) claims that it is sterilising over 300 stray dogs every month. On the other, there still is no dip in the number of dog bite cases in the city.

In Chandigarh, on an average, 35 to 40 dog-bite cases are reported daily at the two dedicated dispensaries for dog bite cases in sectors 19 and 38.

The MC had allotted the work of sterlisation at Rs 1,079 per dog to Madhya Pradesh-based agency in September last year. Sources revealed that the agency carries out over 300 sterlisations every month. Last month, it was 407.

But city residents feel that MC’s effort to tackle stray dog menace in city is not enough. Baljinder Singh Bittu, president of Federation of Sectors Welfare Associations of Chandigarh (Foswac) allege the MC is not monitoring the NGO that is performing surgeries on dogs.

Aakanksha Gupta, a physiotherapist and a resident of Manimajra, said that the authorities should regularly carry out sterlisation drive. She accuse them of stopping it for some months and then starting again. The MC should also hold awareness camps for residents on things to do in case of a dog bite. A dedicated 24-hour helpline number should also be introduced for animal bite cases, she suggested.

Rajinder Pandey, an advocate and a resident of Sector 44, said that instead of making money in the name of sterlisation, the authorities should do what it takes to bring the stray dog issue under control.

A senior MC official said that they cannot do much to curb the menace, as they have to follow the Animal Birth Control (ABC) Rules, 2001. According to rules, the MC staff cannot displace dogs after sterilisation. The rules is also upheld by the Supreme Court, the MC staff cannot do much about it, he added.
