9 yrs later, NMC to restart taking over Gunthewari layouts from NIT

Nagpur: Keeping aside a nine-year-old dispute, Nagpur Municipal Corporation (NMC) plans to restart taking over unauthorized layouts regularized under the Gunthewari Act from Nagpur Improvement Trust (NIT). The civic body has also proposed to seek powers to regularize such unauthorized layouts with NIT since last 17 years.
NMC town planning department has tabled a proposal in this regard before the general body, which will take a decision at the special meeting on January 29. This will pave the way for basic amenities in 508 regularized layouts, and many more to be identified in coming days. Due to disputes between NMC and NIT, lakhs of people residing in unauthorized layouts are not getting basic amenities.

There are over 4,500 unauthorized layouts. NIT had regularized 2,071 of them. NMC general body, in meetings held on May 31, 2008, and February 3, 2010, had decided to take over 684 regularized layouts from NIT. NMC had laid down some conditions, including transfer of money recovered by NIT while regularizing them, and completion of remaining development works.

NMC took over 176 of 684 regularized layouts in 2011. It did not take over the remaining 508, claiming NIT did not comply with the conditions. Since then, people residing in 508 regularized layouts have been left to their own fate.

Now, NMC plans to take over the 508 regularized layouts. It will also take over other unregularized layouts in its jurisdiction.

As per the proposal, NMC will seek funds from the state government to execute works in these layouts. Also, NMC will seek open spaces in these layouts along with whatever funds are left unspent with NIT. NMC will also keep powers of building plan sanction with it.

NMC has also proposed to ask the government for powers to regularize the remaining unauthorized layouts in its jurisdiction.

In the proposal, NMC said, “NIT is not complying with the conditions. But people are facing severe inconvenience. People come to public representatives and highlight their problems. Therefore, NMC will have to take over these layouts.”

This was first proposed in the budget of 2015. After a delay of four years, the proposal has moved forwarded probably looking towards Lok Sabha and assembly elections slated this year.

The general body will also discuss and decide on the town planning department’s proposal to give permission for operation of unauthorized mobile towers for one year in line with government policy.

Another proposal of the town planning department is to widen Kingsway from Ramjhula to Kasturchand Park from existing 24 meter to 31 meter. The proposal is to rejuvenate and beautify all roads and areas near the railway station. There is also a proposal to delete reservation of MSRTC and MPSRTC bus stations from the two plots of land situated adjacent to the railway station and allow their commercial use. MahaMetro proposes to rehabilitate shops situated below the flyover to a commercial complex on the two plots.

* Relaxation in building norms specially for London Street project

* Acquire 1,981.2 sq m land and widen Wardha road at two places — Sonegaon police station to Hotel Pride, and Paul Complex to Vivekananda Nagar Square at cost of Rs31.94 crore where double decker flyover being constructed by MahaMetro will start and land

* Acquire 4,208.3 sq m land costing Rs75.78 crore and widen Kamptee Road from Gaddigodam Square to Patni Automobile from existing 20 meter to 37 meter for start and end of double decker flyover by MahaMetro

* Lease out 4,000 sq m land on road from Giddoba temple to Chandmari at Wathoda for construction of Wathoda police station

* Reduction in width of Old Bagadganj to Great Nag Road from 24 meter to 9 meter, and Ramesh Mamtani Square to Bara Kholi Road from 24 meter to 18 meter in city’s development plan


* Developing park and deleting reservation of school on land at Vishram Nagar (Kalpana Nagar) in mouza Nari


* Leasing out 1.7 hectare land at mouza Gorewada for FDCM’s Gorewada International Zoo


* Expansion of 200 MLD sewage treatment plant to 300 MLD through existing private operator — a consortium of three private companies including Vishwaraj Infrastructure Ltd
