Social justice report on quota within quota gathering dust

LUCKNOW: Is the report of the social justice committee, dividing the backward and Scheduled Castes into three sub-categories each for free flow of benefits of reservation in government jobs and educational institutes to the most deprived sections proving to be an albatross for the ruling BJP?

It’s almost 100 days since the committee submitted its report to the state government, but no action has been taken yet. And, at the same time, 10 per cent quota for economically backward among general castes has been implemented.

Sources said a senior state minister, from the most backward caste, has already met prime minister Narendra Modi in Delhi and apprised him of the anger and anguish simmering among the most backward castes. For over two decades, since the BJP first drew up a plan to weaken its formidable political rivals Samajwadi Party and the Bahujan Samaj Party by introducing the quota-within-quota for the backwards and SCs, it has not yet shown the intent implement it.

It was in 2002 that the BJP government in the state, with Rajnath Singh as the chief minister, introduced the quota-within-quota policy which was stayed by the High Court. Now, chief minister Yogi Adityanath has attempted to revive it.


Nearly a dozen cabinet meetings chaired by Yogi have also been held since the report was submitted in October, but no deliberations or discussions for its implementation has taken place.


Following the party’s election promise, Yogi had set up a four- member committee, headed by a retired judge of the Allahabad High Court, and asked it to submit its report, which it failed by its first deadline July and then in October the committee handed over the report.


The quota-within-quota report has divided the Backward castes into three categories — Backward, very Backward and most Backwards with 12, 59 and 79 sub castes respectively, dividing the 27 per cent reservation for them into three categories with nine per cent each.


Similarly among the SCs, it was SC, most SC and extremely SCs giving seven per cent reservation for the first two categories each and eight per cent for the third of the total 22.5 per cent overall reservation.
