FDCM DM not allowed to join to pave way for retd officers?

Divisional forest officer (DFO) Manohar Gokhale, who was transferred from research wing in Chandrapur to West Chanda Division of FDCM on December 12, has been told not to join allegedly to pave way for one of the retired DMs, interviews for which were held on Monday.
On the direction from forest ministry, APCCF (personnel) has asked Gokhale not to join. Gokhale has not been relieved yet, though two other DMs — KB Bhavar (Thane) and UC Dhage (West Nashik) have joined. All three were transferred the same day.
In July last year, FDCM had requested the forest department to depute 5 suitable officers from DFO cadre. There are 19 posts of DM in FDCM of which 14 fell vacant by December 31, 2018. Of this, around 4 have been already filled.
Instead of bringing DFOs from forest department on deputation, FDCM decided to recruit some ‘controversial’ DMs on contract basis. Interestingly, the advertisement to recruit retired DMs was issued in August 2018 but interviews were conducted on Monday after five months.
“Contrarily, some DMs who retired on December 31, also appeared for the interview,” said FDCM officials. Those who appeared for interview included PS Rajput, PR Dawda, SB Patil, MS Faruki, PG Naukarkar, SB Chavan, PM Dongre, YM Waghaye and others.
The case of Gokhale, who is ‘deliberately’ being kept waiting, also exposes race for lucrative field postings in FDCM. West Chanda Division of FDCM is considered one of the richest divisions for which the retired DMs are vying.
This is Gokhale’s fifth transfer in just 15 months. In August 2017, he was shifted from Sakoli to Tadoba on promotion as DFO. After taking action against VIP culture in Tadoba, he was shunted out in just two months to Nagpur in Maharashtra State Biodiversity Board.
Later, Gokhale’s transfer was put on hold and in May, he was posted in research wing where he joined in July. Now, he was transferred again to FDCM in December but has been told not to join.
Gokhale confirmed his transfer to FDCM but refused to comment on the issue.
FDCM managing director N Rambabu said, “We have no objection to any officer joining the corporation.” However, he chose to ignore TOI queries on delay in interviews and why Gokhale was not allowed to join.
