The BMC’s general assembly sent back the BEST’s budget on Friday owing to a technicality. The BEST committee had approved a budget of ₹6,124 crore, but it had a deficit of ₹769 crore. It is mandatory to show a surplus of ₹1 lakh. There is no provision in law that allows the standing committee and the general assembly to pass a deficit budget. BEST will have to re-work its books.
