Supreme Court rejects states' application on appointment of DGP

NEW DELHI: The Supreme Court on Wednesday rejected a plea filed by the states of Punjab, West Bengal, Kerala, Bihar and Haryana to appoint director general of police through an internal state committee rather than UPSC.
Earlier, the above states had filed an application seeking to implement their local laws regarding selection and appointment of DGP.
On Tuesday, the apex court had asked the UPSC secretary to personally appear and inform the court if the commission prepares a panel of senior IPS officers for director general of police (DGP) appointments by state governments.
A bench headed by Chief Justice Ranjan Gogoi said that the earlier directions of the court on selection and appointment of DGPs were issued in larger public interest and to protect the police officials from political interference.
The direction came after lawyer Prashant Bhushan said the lists of senior IPS officers are not prepared by UPSC but by the Department of Personnel and Training (DoPT).
The top court, on July 3 last year, had passed a slew of directions on police reforms in the country and chronicled the steps for appointment of regular DGPs.
SC's 2006 judgment in Prakash Singh had ordered that UPSC would prepare a panel of senior police officers from which a state can choose DGP.
