Telangana, AP to roll out 10% upper caste quota

HYDERABAD: After Gujarat, Telangana is all set to become the second state to implement the 10% reservation for economically weaker sections (EWS) in the general category.

"We have decided to implement the 10% quota for EWS in state government jobs and educational institutions on the lines of the reservation announced by the Centre," a senior CMO official told TOI on Monday.

Sources in the Telangana government said they would study the Act and if there is leeway, reduce the creamy layer upper limit of Rs 8 lakh per annum that has been set for the poor to qualify for the quota. "As far as we are concerned, the 10% quota is not only for the EWS from the upper classes. The poor from the SC/ST and OBC sections too can avail of this quota," they added.

TRS government's move would be politically-significant, since it will indicate the party's willingness to sail with the NDA government on key policies.

The Andhra Pradesh government is framing rules to implement the new quota in the state, sources said. Once the Rules are prepared and cleared by the state cabinet, a Bill will be introduced in the Assembly, they added.
