UP 100 is a good medium for the public to lodge complaints against errant police personnel while maintaining anonymity. However, it will serve the purpose only when action is taken on the complaints. Even if people do not name cops in their complaints, investigating officers can contact the complainants to get evidences required for initiating action.

In Lucknow, the highest number of 307 complaints were of bribery, followed by 43 of misbehaviour and 10 of laxity. The complaints were mainly against lower-rung policemen, upto the ranks of head constable and sub-inspector.

In most complaints of bribery, the complainants claimed that they were asked to shell money for getting FIR registered, filing of charge sheet, to initiate probe and release from detention.

Misbehaviour complaints included ill treatment at police stations with people who had come to lodge complaints and during checking drives at night. The complaints of laxity included those of delaying probe and not paying attention to complainant’s grievances.

In 2017, 1,259 complaints were lodged against Lucknow cops.

ADG, UP100 Dhruva Kant Thakur said that the facility for public to file complaint against cops in UP 100 was started in 2017. All the complaints are forwarded by UP 100 to district police for action, he added.

When asked why action was not taken against any cop, SSP Lucknow Kalanidhi Naithani said that nearly 20% complaints were found to be fake and the rest were resolved. In majority of the cases, complainants had not named any cop or failed to provide any evidence. However, in some cases, cops were warned after the probe, he added.
