Sushil Kumar Modi: Government to scrap rule for bungalow to ex-CMs

PATNA: Deputy CM Sushil Kumar Modi said on Wednesday the provisions under the Bihar Special Security Group Amendment Act to allot official bungalows to former state chief ministers for life would be annulled to comply with the Patna high court order as and when it comes.
“The other provisions under which the secretarial and other supports are given to the former CMs would, however, be retained,” he said.

The high court on Tuesday served notices on six former CMs to explain why they needed such bungalows. The court also asked the state government why CM Nitish Kumar had been allotted the 7, Circular Road bungalow as former CM when he was already living at the 1, Anne Marg bungalow in the capacity of CM.

The court would hear the matter on February 11. Incidentally, the building construction department on Monday allotted the 7, Circular Road bungalow to the state chief secretary.

In reply to a question, Modi said, “If the CM feels constrained and thinks he needs an additional bungalow to discharge his constitutional activities, he could be allotted the one. This, however, would have to be written to the high court.”


Modi on Wednesday also vacated his official 1, Polo Road bungalow allotted to him on becoming deputy CM after the first NDA government came to power in Bihar in November 2005. He has been staying in the bungalow since 2006. His temporary residence now is 25A, Hardinge Road. Modi decided to vacate the Polo Road residence in anticipation that leader of opposition in state assembly, Tejashwi Prasad Yadav, would vacate the 5, Deshratna Marg bungalow after the high court dismissed his plea to retain it.


“Once the second NDA government came to power in July 2017, Tejashwi should have automatically vacated the bungalow,” Modi said. “Tejashwi should give up his obsession for the bungalow on Deshratna Marg and move to the one that has been allotted to him,” Modi said, maintaining that Tejashwi owned 52 properties, including 47 plots of land and five houses.

RJD leader Tejashwi Prasad Yadav on Wednesday said the notification issued by the building construction department allotting 7, Circular Road bungalow in the name of chief secretary was “just an eyewash”, as it had been done two days before the Patna high court notices on Tuesday. Tejashwi said the 7, Circular Road bungalow had been allotted to Nitish in the name of “ex-CM” while he lived at 1, Anne Marg. For just a two-member family, Nitish had been allotted 1, Anne Marg, 1A Marg, 7, Circular Road, 6 Circular Road, 4 Deshratna Marg in Patna and 6, Kamraj Lane in Delhi.
