Contractor threatens to quit IFFCO underpass project

GURUGRAM: The contractor building the flyovers at IFFCO Chowk has written to NHAI, demanding the petrol pump obstructing their work be removed, failing which they have threatened that they want to be relieved of the project.

Gawar Construction Limited, in its letter dated January 3 to NHAI consultant Bloom Companies (copied to the NHAI office), said that with 99% of the work completed, what is left is the underpass, which can’t be completed unless the petrol pump issue is resolved, which is why they want to walk out of the project.

The letter reads: “After shifting of 66kV lines and gas station, flyover number 3 has been opened to public after complying with all safety norms. Further, 220kV line is likely to be removed by February 1, and within seven days, flyover 1 will be operational. In this IFFCO Chowk project, 99% of work will be finished by February 10, but shifting of petrol pump is pending till date. We have completed the underpass at MG Road, except for 63m of ramp for the underpass, which has to be built at the location where the petrol pump stands. We request you to descope this balance work of MG Road underpass from our scope (sic).”

This is the third time Gawar Construction has requested NHAI to relieve them of the Iffco Chowk project. “We’d first written to NHAI on this issue in July, then in October. This is our third request. Ample time was given to authorities to hand over the land, but nothing has happened. This is our final letter. After January 31, we’ll walk away from the underpass project. As the contractor, we have completed our scope of work. If NHAI doesn’t have the land, what can we do?” asked a Gawar official.


TOI has learnt that NHAI itself doesn’t want to pursue this project any more. A senior NHAI official said: “We have done our part. The government has not given the petrol pump land to us. We can’t do anything.” If NHAI indeed walks out, the project is likely to be handed over to GMDA or MCG, to complete the work on the underpass ramp only over the area where the petrol pump stands.


Ashok Sharma, project director, NHAI Gurugram, said: “If the petrol pump is not shifted, the underpass work maybe descoped and work maybe finalised on request of Gawar Construction (sic).”


The contractor has started pulling out its workers and machines on the site. “We can’t bear the cost of paying for the machines at the site, so they are being immobilised. Soon, our site office near Medanta Hospital will also be dismantled. Our work force can’t stay on site forever,” added the Gawar Construction official.
