Odisha chief electoral officer holds preparatory meeting for simultaneous elections

BHUBANESWAR: Chief electoral officer (CEO) of the state Surendra Kumar on Saturday started preparation for upcoming elections and conducted an orientation programme for police, crime branch, excise and income tax officers. Kumar said special teams will be formed for smooth conduct of the elections.

“The main objective of the orientation programme was to discuss various standard operating procedures (SOP) of the Election Commission of India (EC) for a free and fair election in the state. Special teams will be formed to collect information from the field basing on which many crucial things like force deployment, vulnerable booths will be decided. Besides teams will be formed to send daily report to the EC on the ground situation on poll expenditure and law and order,” Kumar said.

Issues like formation of static surveillance team, excise monitoring, daily law and order reporting, vulnerability mapping, critical booth analysis, force deployment plan, poll expenditure management, model code of conduct, were also discussed in the meeting.


“It was a preparatory meeting for the ensuing simultaneous elections in 2019. Several aspects including law and order and smooth conduct of the elections in a free and fair manner were discussed as per the modules of the EC,” said additional chief secretary (home), Asit Tripathy.


Director general of police (DGP) will appoint two senior police officers as nodal officers to deal with the law and order and election expenditure. The two nodal officers will work in coordination with the office of the CEO. Besides, general public can directly report to the EC about any violation of the model code of conduct through ‘Cvigil’ mobile app.


“At the preliminary meeting various issues pertaining to enforcement activities by Police and Excise departments were discussed. Various challenges and issues which could arise during pre-poll, polling and post poll phases were also discussed in the meeting,” said police DG, RP Sharma.


A training manual has also been prepared according to which training will be provided to the police for vulnerability mapping and booth management in Maoist-affected areas of the state. Special arrangements will be made to check movement of cash and liquor during the polls, Kumar added.
