After CM Yogi Adityanath's order for stern action, Aligarh admin to book those who abandon cattle

AGRA: After angry farmers locked stray cows in government schools in Aligarh and other parts of Uttar Pradesh, Aligarh administration has decided to register FIRs against people, primarily farmers and dairy owners, who abandon their unproductive cattle.
The decision comes close on the heels of a massive agitation witnessed against stray cattle in the district, with farmers locking hundreds of bovines in government schools and health centres. According to officials, three complaints of owners abandoning cattle were received at the DM’s office on Saturday from Koil tehsil.
“The complaints are being verified and if the allegations are true, FIRs will be lodged against the owners of the cattle under the Prevention of Cruelty to Animals Act,” said district magistrate CB Singh, adding that the informers will also be honoured by the administration for doing social work.
On Wednesday, chief minister Yogi Adityanath had directed all the district magistrates via video conferencing that strict action should be taken against owners found abandoning their cattle.
Talking to TOI, the Aligarh DM said that the administration has made all efforts to make arrangements for the shelter of stray and abandoned cattle, but this step is being taken to stop the “ill-practice” of the farmers, who abandon their unproductive animals that end up destroying crops standing in fields.
On December 30, district police officers had decided to adopt one bovine each, mainly unproductive cows and calves, in order to motivate common people to follow suit. The proposal to “voluntarily” adopt a bovine was mooted at a meeting of district police officials by Aligarh senior superintendent of police AK Sahni.
The DM himself adopted one stray bovine.
To tackle the stray cattle menace in the state, the UP cabinet had on Tuesday given its nod to a proposal seeking introduction of a ‘gau kalyan’ (cow welfare) cess, an additional 0.5% levy on excise items, to fund construction and maintenance of temporary cow shelters that can be dismantled when not required under all the rural and urban local bodies across the state.
