Senkumar’s posting as KAT member

The Central government on Friday informed the Kerala High Court that the State government was yet to submit a fresh proposal recommending the name of former State Police Chief T.P. Senkumar for the post of Kerala Administrative Tribunal (KAT) member after its earlier proposal was sent back by the Chief Justice of India (CJI).

The submission was made by the Centre in a statement filed in response to a writ petition filed by Mr. Senkumar seeking a directive to the Centre to resubmit the file relating to the appointment before the CJI.

The CJI had returned the proposal as the State government categorically took objection to the proposal on the appointment of Mr. Senkumar in view of certain civil and criminal cases pending against him before courts. The CJI had also directed that the proposal be resubmitted after the final outcome of the cases.

According to the Centre, it had received a letter on November 14 from the State government detailing various cases pending against Mr. Senkumar. The communication was not a proposal in terms of Rule 5 (2) of Administrative Tribunal (Procedure for Appointment of Members) Rules, 2011.

It was for the State to take a call on the appointment and send a fresh proposal to the Centre.
