Jharkhand pollution board announces measures to curb license-raj
ASRP Mukesh | TNN | Jan 3, 2019, 20:08 ISTRANCHI: The Jharkhand State Pollution Control Board on Thursday announced slew of initiatives to end license-raj and provide ease of doing business in a significant move to go industry friendly.
Keeping in view the hassles faced often by those operating small and medium industries for getting their consent to operate (CTO) renewals, the board’s chairman AK Rastogi said that from today they have decided to offer it in auto renewal mode.
This will be applicable for industries with an investment of up to Rs five crore in first phase.
He explained what it meant.
“Every entity has to take two kinds of clearances from JSPCB to run their business — consent to establish (CTE) and consent to operate (CTO). While CTE is a one-time thing, CTO has to be taken yearly or five yearly. Now, anyone who wants to renew CTO can simply apply through our website by submitting relevant documents and the moment they click submit, they will get auto-generate renewal,” he said.
He explained how it differed from earlier practise claiming credit to be the first pollution board in the country to be doing so in this segment.
“Earlier, even if one could apply for CTO to the board via online, it couldn’t be processed till documents were scrutinised, which often delayed the whole process due to various reasons either from our side or from the applicant. Now, that will be passé as you can get auto-renewal while document validation will be happen later on,” he added.
Ideally, CTO has to be done within 120 days while the board has fixed 60 days timespan.
“We shall scrutinise and validate documents within 60 days and if anyone found giving false certificates as required to get CTO, we shall blacklist them,” said Rastogi, adding that this move is to prevent business hassles often faced by industries owing to lack of CTO.
Notably, industries in Jharkhand are classified into four categories—white, green, orange and red. Only for white category, no form of consent is required from board.
Citing other key decisions, Rastogi said from February the board is also gearing to launch real time inspection of industries in terms of environmental impact under which tabs are being provided to officials who will have to upload inspection details on real time along with the photograph of them, company visited and its geographical indices (longitude, latitude).
And come next fiscal, board will introduce unique identification number (UID) to each industry as part of going paperless.
Industry body hailed the board’s decision. “We welcome all the decisions which is aimed at ending license raj. We shall extend our support hoping that the board walks the talk,” said Deepak Maroo, president of FJCCI.
