Tencent Not Yet Winning Even as China’s Game-Approval Freeze Melts

BEIJING—Regulators ended their freeze on new videogames approvals, though left industry giants Tencent Holdings Ltd. and NetEase Inc. out in the cold when giving the first group the green light.
