Ecogreen faces Rs 6.4 crore fine for flaws in upkeep work

GURUGRAM: MCG on Wednesday imposed a penalty of about Rs 6.38 crore on Ecogreen Energy, the Chinese firm it hired to look after the city’s waste management, for non-performance.

According to MCG’s notification (a copy of which is with TOI), the corporation has served 43 notices to Ecogreen between November 2017 and August 2018, adding the company is being penalised Rs 6.33 crore for not carrying out door-to-door garbage collection. A separate fine of Rs 4.82 lakh has also been imposed for not emptying dustbins regularly, transporting garbage in uncovered vehicles, not displaying MCG’s logo in an appropriate size, transfer stations lying inoperative, poor responsiveness of call centre, and not issuing appropriate advertisements educating residents about how to dispose garbage.

The penalty was imposed after MCG carried out a survey in all four of its zones in September. The survey report revealed door-to-door garbage collection is carried out in only 35.78% of households, covering 35 MCG wards. Of the total 3,79,595 household units under MCG, waste was not collected from the doorsteps of 2,43,776 units, though MCG’s contract with Ecogreen stipulated that the company had to cover 100% households. The city generates over 1,200 tonnes of waste every day.


“If you have any queries regarding the information in the notice, you can produce evidence to the effect at the office of joint commissioner IV within a week (starting from date of issue of notice). Otherwise, after a week, the penalty will be charged from monthly bills filed by the company to the corporation,” states MCG’s notice, which is issued in Hindi.


“We had submitted a detailed report on the survey once before, where we submitted we are covering 90% of Gurugram’s total area. We have also integrated 850 ragpickers into our system and believe we’ll be able to cover 100% by December 31,” said Gaurav Joshi, COO, Ecogreen Energy, adding, “We’ll be in a position to comment further on the report only after we’ve analysed the notice thoroughly.”


Notably, in September, NGT had imposed heavy penalties on it for not managing waste properly at the Bandhwari WTP.
