Energy expert T. L. Shankar passes away

Former bureaucrat was an advisor on energy to many nations

T.L.Shankar, retired IAS officer and an expert on energy, passed away at a private hospital here on Wednesday.

Mr. Shankar was admitted in hospital after he suffered a stroke and brain haemorrhage. He was 84 and is survived by two sons. The funeral will be held at Mahaprasthanam, Jubilee Hills on December 29.

Mr. Shankar, an AP cadre IAS officer of the 1957 batch, was a multi-faceted personality, admired and loved by people from all walks of life. As a civil servant, he was respected and played an important role in laying the foundation for industrialisation in the erstwhile Andhra Pradesh. An energy expert of international repute, the combined State of AP had appointed him as the Chairman of the State Electricity Board. He was also awarded Padma Bhushan.

At an all India level, he had made significant contributions in various capacities such as Energy Advisor, Planning Commission and Chairman and or member of numerous committees appointed by the GOI to recommend policy initiatives in coal, gas, electricity and energy. He was consultant to Asian Development Bank, United Nations and World Bank on Energy and Development issues and served as UN Advisor on energy to the governments of Sri Lanka, Tanzania, Jamaica, Ghana and other countries.

In a condolence message, Chief Minister K. Chandrasekhar Rao recalled the services of late Mr. Shankar in various capacities.

President of Telangana State IAS Officers Association B.P.Acharya described Mr. Shankar as a legend among the civil servants and a role model for many in service.
