Thiruvananthapuram: District administration has issued the preliminary notification for land acquisition as part of the the Sreekaryam flyover project. Earlier, a social impact assessment study (SIA) was published in this regard.
The notification was issued under section 11 (1) under the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013.

The Sreekaryam flyover, which could solve traffic congestion in one of the busiest bottlenecks in the city, was proposed as part of the light metro project.

Along with this, flyovers were proposed at Pattom and Ulloor, which are at various stages of social impact assessment.

The deputy collector (land acquisition) has been appointed as the administrator for the land acquisition process. Once the notice is issued, land owners will be barred from carrying out any transactions related to the land till the proceedings are over. Those who have complaints or objections will have to submit a statement to deputy collector within 15 days after publication of notification.

As per the act, a meeting of gramasabha at the village level or municipalities in case of municipal areas should be convened immediately after publication of the report to inform the contents of the notification.

The social impact assessment study has to be completed ahead of the preliminary notification. The SIA conducted by Centre for Advanced Research in Health and Human Behavior has covered around 1.3430 hectares of land in Cheruvaikkal, Pangappara and Ulloor villages, which have to be acquired for the flyover. Of the total land, 85% is land with buildings. Of the 183 plots, only six belong to the government.

The SIA had maintained that no further land acquisition will be needed for light metro project from the area. After the SIA, the district administration had appointed an expert committee to review it.

The 535-metre Sreekaryam flyover will start near the Union Bank building in the Chavadimukku side and will extend till the Kallampally Junction.

The Jama’at at Sreekaryam has been opposing the land acquisition, alleging that the acquisition was not following equi-distance principle.

Though they are raising objection, the district administration is going ahead with the land acquisition.
