Over recording statements of assault victims of foreign nationality

Following directions passed by a special fast-track court, the Delhi Commission for Women (DCW) on Sunday convened a meeting with officials from the Ministry of External Affairs (MEA), the Delhi Police, the Delhi government and others. The meeting was held in connection with fast-tracking of recording statements of sexual assault victims of foreign nationality.

“The court had expressed its displeasure over the lack of coordination resulting in serious delays and stated that no effort has been made by police officers concerned in these cases to ensure that necessary arrangement for stay of the witness in India is made till her testimony is recorded,” said a DCW official.

Further, the women’s commission said that following recommendations given by the court, the DCW met officials from various agencies and departments.

“In order to ascertain the number of courts required, the Delhi Police and the Prosecution Department have been asked to submit a list of ongoing cases of sexual assault with foreign nationals. Further, the Department of Home, Delhi government, was asked to arrange accommodation for the victims and witnesses who desire to stay in India during the trial,” said the DCW.

“While the MEA has been asked to examine its mechanisms for visa extension or renewals, for victims or witnesses of foreign nationality, the Forensic Laboratory has been asked to fast-track reports in these matters,” said the official. Additionally, the DCW will engage specialised counsellors for dealing with matters related to the foreign nationals, the official added.
